Adolf Schoepe Papers 

Orange County industrialist Adolf Schoepe (1904-2001) was the founder of both Kwikset Locks in Anaheim, and Fluidmaster, Inc. in San Juan Capistrano. This collection consists primarily of his personal papers from his many civic and political activities from 1947-1972. Among the organizations represented are: Anaheim Chamber of Commerce, Anaheim United Fund, Anaheim YMCA, Big Brothers of Orange County, California State Chamber of Commerce, Commonwealth Club of California, Junior Achievement, Los Angeles Chamber of Commerce, Mother Colony Hospital Association, North Orange Council of the Boy Scouts of America, Northern Orange County Manufacturers Group, Orange County Associated Chambers of Commerce, and Orange County Community Chest. The political material includes newsletters, clippings, and correspondence from a variety of local and national organizations, including: American Security Council, The John Birch Society, Republican Associates of Los Angeles County, and the Navy League of the United States. There is also correspondence and campaign material from various elected officials, including former U.S. Reps. Robert E. Badham (who served from 1977 to 1989) and James B. Utt (1953-70), and U.S. Sens. Clair Engle (1959-64) and Thomas Kuchel (1953-69).

Aerial Photographs (1938-1988) 

The Orange County Archives has numerous sets of aerial photos, each showing all or part of the county. These are mapping photographs, shot looking straight down. Aerial photo series are available for the years 1988, 1980, 1977, 1975, 1970, 1964, 1959, 1955, 1947, 1942 and 1938. A smaller collection of aerial photos of assorted specific locations is also available. All of them are indexed.

Cecil Mauldin “Cye” Featherly

Cye Featherly was born on Nov. 25, 1896 in Dillon, Montana. He graduated from business college and from LaSalle Extension University. During World War I, Featherly served with a heavy artillery unit in France. His first government job was as a water commissioner in Beaverhead County, Montana, where he also ran, unsuccessfully, for County Assessor.

When he left Montana in 1922, he planned to stop in California to visit relatives and then continue on to Portland, Oregon. He entered Santa Ana for the first time on Nov. 18, 1922, fell in love with the place, and spent the rest of his life living and working there. He worked for a number of furniture stores before opening Featherly Drapery Shop in 1932. He also served as a sheriff’s deputy for a number of years. Around 1928, he married Susan Helen Smith. He was also involved in the American Legion, the Santa Ana Elk’s Club, the Santa Ana Exchange Club, and many other fraternal, community and charitable organizations.

Featherly ran for Orange County Supervisor for the first time in 1948, and won. He served in that office for 20 years (five terms). While in office, oversaw the growth of the County’s park system, and pushed for a new jail and courthouse. He was also a strong advocate for the County Library system, employee relations and veteran’s issues, and he headed the County’s retirement and law library committees. Serving on the Board throughout the region’s post-war boom, he saw Orange County transformed from agriculture to cities and suburbia.

After Featherly’s retirement as a Supervisor in 1968, he served on a County assessment appeals board until illness forced him to quit. He died on May 5, 1974. Featherly Regional Park was named in his honor.

Recognition of Public Service: Plaques, certificates, awards, and other documents of recognition given to Featherly by various organizations, government bodies and agencies. 1959-1974.

Speeches: 1966-1970.

Memorabilia: 1952-1969 and undated. Includes arm bands, judges’ pins, etc.

County Hospital Buildings (Orange County Medical Center)

Deeds, Mortgages & other property records (1889-1926) 

The Archives holds the original deed books and indexes from 1889 to 1926 – some 700 volumes. The Archives also holds the earliest volumes of other property records, including mortgages and leases. 
 

Early Assessment Rolls (1889-1963) 

The Assessment Rolls contain information on every taxpayer in the county. They include the taxpayer’s name, a legal description of their real estate and/or personal property, and the value of any improvements (buildings) on their property. The Archives holds microfilm of all of the Orange County Assessment rolls from 1889-1961 (with the exception of 1956). An index is available for each year from 1889-1957 (including 1956), organized by property owners name. We also hold hundreds of original volumes, dating from 1889-1954; many are organized by city, school district, or road district, duplicating the information found in the general rolls.

Harriett M. Wieder 

Supervisor, Second District, Jan. 8, 1979 – Jan. 8, 1995.

Harriett M. Wieder was born Harriett Pulvers in Toronto, Canada in 1920. She grew up in Detroit, Michigan where she also met and married Irving “Irv” Wieder in 1941. In 1944, with Irv facing the draft, they moved to Los Angeles, following Harriett’s parents.

Irv and Harriett Wieder had two children, and as their family grew, Harriett became involved in community organizations such as B’nai B’rith and the PTA, and in local causes she felt strongly about. She came to the attention of the new mayor, Sam Yorty when she testified against changes in the city’s trash contract. She was soon hired by Yorty, and served as his Executive Assistant from 1963 to 1973. Wieder herself ran for Los Angeles City Council in 1971, but lost.

Later that year, the Wieders purchased a home in Huntington Harbour. In 1973, she ran successfully for Huntington Beach City Council. She served on the Council from 1974 to 1978, and was mayor in 1976.

In the late 1970s, in addition to her duties as Mayor, Wieder also spoke to business executives throughout the nation as the CEO of a women’s group promoting the limitation of government regulation. This brought her to the attention of large businesses like the Flour Corp, who suggested that she run for the Orange County Board of Supervisors. She ran in 1978, and became the County’s first woman Supervisor.

Throughout her career, Supervisor Wieder was involved in such issues as health care, air pollution, hazardous waste and domestic violence. In 1988 she ran unsuccessfully for U.S. Congress. In 1995, President Clinton appointed her to the Council of the Administrative Conference of the United States.

In 1999, she published her memoirs, Breaking Through: The Political Journey of the Honorable Harriett M. Wieder. As of 2005, Wieder was the president of Linkage, a public affairs consulting agency she founded shortly after leaving office.

Lecil Slaback Files 

Lecil Slaback (1912- ) and his father, Lester Slaback (1886-1976), served as court reporters in Orange County for more than 70 years. This collection consists primarily of newspaper articles, printed materials, and photographs on the history of Orange County, including some of the notable trials reported by the Slabacks. It also includes records of the Santa Ana Cultural Heritage Committee, which worked to identify and document city landmarks in the 1970s and '80s.

These indexes can be searched using the name of either the bride or groom. They provide the names of the married couple, the date of the ceremony, the city in which it was held, and the name of the officiant.

Marriage Affidavits (1889-1953)

Marriage affidavits contain more personal information than do the indexes. They include the following information for both the bride and groom: Name, place (state) of birth, age at time of marriage, and city of residence at time of marriage. These records are stored on microfilm and are organized in chronological order.

The information about the applicant varies before 1906, when the forms were standardized by the Federal Government. After 1906, the Declarations and Petitions generally include the applicant’s name, address, date and place of birth, occupation, date of arrival, and information about their families. Some of the later petitions also include photographs of the applicant. (Prior to 1922, wives of naturalized men automatically became citizens, and until 1940, children under the age of 21 were naturalized with their father.)

Orange County Board of Supervisors minutes (1889-1965) 

In addition to the original Board minutes, the Archives also holds the minutes of several other government bodies made up of the members of the Board of Supervisors. These include the Flood Control District (1927-65), the Board of Equalization (1890-1967), the Air Pollution Control Board (1950-62), and the Boundary Commission (1949-65) – the ancestor of the Local Agency Formation Commission (LAFCO). The Archives also holds a collection of associated documents (dating largely from 1890-1939) concerning items brought before the Board of Supervisors. This collection includes a great deal of material on roads, school districts, city incorporations and annexations, and other topics.

Background:

Roger Y. Williams (1866-1940) was an attorney, businessman, rancher, District Attorney (1899-1902) and Superior Court Judge (1919-1926). He came to Orange County in 1884 and was admitted to practice law in 1892, opening an office in Santa Ana that same year. Williams was involved in many of the land and water battles during Orange County’s early years. He became known as a corporation and water lawyer.

Alexander Wallace Rutan (1880-1972) was a founding partner (1936) of the Rutan & Tucker, one of Orange County’s best-known law firms. He practiced law in Santa Ana from 1908 until his death. The legal partnership of Williams & Rutan lasted from about 1908 until 1919.

The Great Register of Voters 

The Great Register of Voters contains a variety of information about every registered voter in the county. The Archives holds the original handwritten volumes from 1890-1908. The information included varies over the years, but can include address, occupation, age, and a physical description of each voter. If the voter is a naturalized citizen, the date and place of their naturalization is also included. From 1910-1968, the Archives has the printed indexes to the Great Register, organized by precinct. These generally include less information about each voter. The Great Register is an important source for genealogists, or anyone seeking biographical information on local residents.

Property Documents 

Real Estate Fraud

California’s booming real estate market has made real estate fraud and other related schemes more prevalent.  Every year, unsuspecting individuals and businesses become ensnared in duplicitous and illegal activities pertaining to property or real estate transactions.

One of the services that the Orange County Clerk-Recorder provides is the examining and recording of all documents that deal with establishing ownership of real property or land in the county.  The department also officially records other documents such as deeds of trust, reconveyances, liens and lien releases. These official transactions become part of the public record.

An important mission of the department is to balance the accessibility of these public records with safeguarding the confidentiality of those records to the maximum extent possible.

 

Types of Real Estate Fraud

According to the United States Department of Housing and Urban Development (HUD), the following are some examples of real estate fraud:

  • Home improvement scams, which involve real estate professionals getting loans in the name of fictitious borrowers, or in the name of people unaware their identities are being used;
  • Equity fraud, which occurs when a person forges a property owner’s signature on a deed and equity in the property is stolen through loans taken against the targeted property;
  • Flipping, which involves the buying of property and the reselling of it at an inflated price based on fraudulent appraisal values;
  • Fraudulent loan origination, in which real estate professionals help unqualified buyers obtain funds for Federal Housing Authority (FHA) insured mortgages; and
  • Equity skimming, where an owner sells his property to a bogus buyer at a price well above its actual value.

 

Who is at risk for Real Estate Fraud?

Coupled with the effects of identity theft, any individual can be a potential target for real estate fraud.  However, law enforcement statistics have shown that the elderly and the more economically challenged are much more susceptible to fraud.  Below are some common warning signs of real estate fraud:

  • You receive official property documents indicating a transfer of property and you have no previous knowledge of the transaction;
  • You are missing a property tax bill: A missing tax bill can be the first sign of home equity fraud; and
  • You receive mortgage documents or payment books for loans you never applied for: This is also another common sign of equity fraud coupled with identity fraud.

 

To protect yourself and your property

Monitor your credit every four to six months to look for any fraudulent or unexplained activity.  You can also check the Orange County Clerk-Recorder's online Grantor/Grantee Index to check for recorded transactions that may affect ownership of your property.

Reporting Real Estate Fraud

Immediately contact your local police department if:

  • You receive property documents you have no knowledge of or if the information on the document(s) has been altered after you signed it;
  • You didn’t sign the document(s) or believe the person signing the document(s) was incompetent or deceased at the time of the signing;
  • You didn’t sell, borrow or make a gift transfer of property to anyone; or
  • You believe a fraud or misrepresentation has occurred in a transaction you were involved with.

The Office of the District Attorney's Consumer Protection Unit prosecutes unfair business practices.  The unit reviews and/or investigates complaints involving misrepresentations and deceptive practices in connection with the sale or advertisement of goods and services.
