Biography

Chris Norby, Supervisor
Orange County 4th District

"Judge government not by its intentions, but by its results; and treat the taxpayers money as if it were our own-because it is." These are the guiding principles of Orange County Supervisor Chris Norby's 25 years of elective office.

Norby was elected to the Orange County Board of Supervisors in 2002, representing Fullerton, La Habra, Placentia, Buena Park and Anaheim and served as Chairman of the Board in 2007. Norby served on the Fullerton City Council from 1984-2002, including three years as Mayor.

Norby has been a strong advocate for fiscal reform. His program, FRESH - "Fiscal Reform: Equity, Stability, Harmony" - seeks to distribute property and sales tax dollars to local governments more fairly and equitably.

As author of "Redevelopment: The Unknown Government," Norby has analyzed the distortions caused by fiscalization of land use, sales tax competition and eminent domain abuse. Norby serves as State Chair of Municipal Officials for Redevelopment Reform (MORR) and moderates regional meetings seeking to curb abuses.

As a Chairman of the Orange County Transportation Authority, Norby supported greater design-build flexibility and a rational approach to public transit. Norby also serves as Vice-Chairman of the Fiscal Reform Committee on the Southern California Association of Governments and on the OC Sanitation District.

Norby graduated from Occidental College (a few years before Obama's arrival) and received his MA in History from Cal State Fullerton. He's a member of the Fullerton Elks Lodge, Sons of Norway and First Presbyterian Church.

He lives in his Fullerton home of 25 years with his wife Martha and their children Iris, Gary and Ana, with his son, Alex, now a sophomore at USC.
