Supervisor Bates Responds to Sheriff Hutchens' CCW policy SANTA ANA - Supervisor Patricia Bates, Vice-Chair of the Orange County Board of Supervisors representing the 5th District, issued the following statement in response to Sheriff Sandra Hutchens' oral report to the Board of Supervisors (Board) on the Orange County Sheriff Department's Concealed Carry Weapons (CCW) permit policy: "I voted in favor of a Board resolution today establishing the position of the County of Orange that any person currently holding a CCW permit should be entitled to a permit renewal unless he or she has demonstrated explicit abuse of the privilege. While I acknowledge Sheriff Sandra Hutchens' authority to define 'good cause' in her issuance and revocation of CCW permits, I do not agree with her restrictive interpretation. After taking comments from the public for nearly 6 hours today, I feel strongly that the Sheriff has not done due diligence in explaining to the Board and to the public her CCW policy and I urge her to enumerate the criteria by which she justifies revocation as well as establish a formal appeal process. The highest priority of government should be maintaining complete accountability and transparency. I believe my constituents have a right to know why their permits are being revoked and why the Sheriff presumes Orange County will be safer as a result of these revocations."
