Draft Administrative Plan Available for Public Review

Public Comment Sought on Section 8 Rental Assistance Program

(Santa Ana, CA) -- The Orange County Housing Authority (OCHA) is seeking public comments on its Administrative Plan which contains new or revised policies and procedures pertaining to the implementation of the Section 8 Rental Assistance Program. OCHA administers the Section 8 Rental Assistance Program for all cities in Orange County with the exception of Anaheim, Garden Grove, and Santa Ana which operate their own public housing authorities. The Draft Administrative Plan, as well as the 2001-02 Annual Action Plan, can be obtained from local libraries, the Housing and Community Development Department (H&CD), or via the H&CD web site at www.ochousing.org/library.htm. The Section 8 Rental Assistance Program is a direct subsidy paid to property owners to assist very low-income families, senior, or disabled individuals to afford safe and decent housing. Recipients typically pay from 30% of their income in rent with the remaining amount subsidized through OCHA. Currently, the Section 8 Rental Assistance Program administered by OCHA has a waiting list which is expected to open for new applications in Summer 2001.

"With escalating rents in Orange County, the Section 8 Rental Assistance Program is often the only means for a family, senior or disabled person, or a very low-income individual to live in Orange County and near their workplace," stated John Hambuch, Housing Assistance Manager.

The draft document is currently available for review and a Public Hearing will be conducted at the regularly scheduled meeting of the H&CD Commission on Thursday, March 22, 2001 at 10:00 a.m. in the Planning Commission Room located at 10 Civic Center Drive, Santa Ana. All comments will be heard on the proposed draft document. A second Public Hearing will be conducted by the Board of Supervisors, acting as the OCHA Board of Commissioners, to receive public comments and adopt the final Administrative Plan on Tuesday, April 3, 2001 at 9:30 a.m. at the Board of Supervisors Hearing Room located at 10 Civic Center Drive, Santa Ana. Written comments may be sent to Vickie Vincent, Orange County Housing Authority, 1770 N. Broadway, Santa Ana, CA 92706. Written comments must be received no later than March 9, 2001. The public may call (714) 480-2770 for questions on the draft Administration Plan.
