Neighborhood Stabilization Program

(Santa Ana-CA)  The County of Orange, Housing & Community Services Department is amending the Fiscal Year 2008-2009 Annual Action Plan to add $3,285,925 in emergency Community Development Block Grant funds that have been allocated to Orange County for use in the Neighborhood Stabilization Program.

The Annual Action Plan (AAP) is a comprehensive document that considers funding received by OC Community Services for Fiscal Year 2008-2009 utilizing Community Development Block Grant (CDBG) Funds, Home Investment Partnership (HOME) Funds, Emergency Shelter Grant (ESG) Funds, American Dream Downpayment Assistance Initiative (ADDI) Funds, local Housing Support Services (HSS) Funds and Neighborhood Development and Preservation Project (NDAPP) Funds.

On July 30, 2008, the Housing and Economic Recovery Act of 2008 (HERA), was signed into law.  On September 29, 2008, the U.S. Department of Housing and Urban Development (HUD) released the Neighborhood Stabilization Program (NSP) guidelines.  The NSP appropriated $3.92 billion in emergency Community Development Block Grant (CDBG) funds to support state and local efforts to stabilize neighborhoods with abandoned and foreclosed properties. The proposed Amendment to the Fiscal Year 2008-2009 AAP is to adopt the NSP guidelines and utilize the $3,285,925 which the Urban County was allocated.  The $3.2 million is only for the Urban County and its participating cities and unincorporated areas.

The Consolidated Annual Performance and Evaluation Report (CAPER)

(Santa Ana-CA) The County of Orange, in compliance with Title I of the Cranston-Gonzalez National Affordable Housing Act of 1990 and the U.S. Department of Housing and Urban Development (HUD) directive CPD-98-018 dated March 6, 1998, has prepared a draft Consolidated Annual Performance and Evaluation Report (CAPER) for Fiscal Year 2007-2008. The purpose of this notice is to provide the public a 15-day review period, beginning September 10, 2008 and ending September 25, 2008, to express their concerns and comments regarding the CAPER. The County of Orange is required to submit the Consolidated Annual Performance and Evaluation Report for Fiscal Year 2007-2008 to HUD by September 29, 2008.

2008 Continuum of Care Homeless Assistance Program

(Santa Ana-CA)  The County of Orange Housing and Community Services Department is soliciting new and renewal projects under the U.S. Department of Housing and Urban Development’s 2008 Continuum of Care Homeless (CoC) Assistance Program. The purpose of the CoC is to fund projects that will fill gaps in the Orange County’s continuum that assist homeless persons to move to self-sufficiency and permanent housing.

Technical Services RFP

(Santa Ana-CA)  The County of Orange, Housing & Community Services Department/Homeless Prevention Division (HCS/HPD) is releasing a Request for Proposals (RFP) on January 29, 2008 at 3:00 pm for 2008-2009 from qualified non-profits, government agencies, or companies interested in providing technical services for the County’s 2009 Annual Housing Inventory, 2009 Homeless Point-In-Time Count and Survey, and 2009 Homeless Needs Assessment. The duration of the contract is for a period of 24 months with an option to renew for an additional 24 months.
