The Treasurer's Office

The Treasurer's Office is responsible for the receipt, custody, depository, investment, and recording of funds for the County, school districts, and special districts. Responsibilities also include issuance of short-term debt on behalf of the County and school districts. In addition, the office acts as trustee in connection with unclaimed property and is responsible for the issuance, billing, collection, redemption, and foreclosure of improvement bonds.

REVIEW THE TREASURER'S INVESTMENT POLICY

It is the policy of the Orange County Treasurer - Tax Collector to invest public funds in a manner which will provide the maximum security of principal invested with secondary emphasis on achieving the highest yield while meeting the daily cash flow needs of the pool participants and conforming to all applicable State statutes and County resolutions.

VOLUNTARY PARTICIPANTS

Voluntary Participants are government entities in Orange County (i.e., Special Districts, Cities, School Districts) who choose to invest in the County’s investment portfolio.  The Treasurer maintains this $6 billion investment portfolio containing a wide range of approved securities for the purpose of benefiting from economies of scale through pooled investment activities. The primary investment objectives of the Treasurer are to safeguard principal and to maintain the liquidity needs of the County and other depositors.  If you are interested in becoming a Voluntary Participant, please review the Orange County Investment Pool Fact Sheet below and contact Ginika Echebiri, Uyen Phan, or Leslie Morales via e-mail for more information. Links to the required voluntary participant forms are listed below.

The Treasury Oversight Committee (TOC) was established by the County of Orange Board of Supervisors on December 19, 1995 by Resolution No. 95-946.
